Sentinel never sleeps. Continuous monitoring across sensor stacks (BACnet, Modbus, OPC-UA, MQTT, ADS-B, vendor REST), sub-two-second detection (measured SLA), declarative Rego cascades, eIDAS legal traceability (EU 910/2014). Bidirectional loop: every Ed25519-signed event flows back to Universal, which annotates the plan (IfcAnnotation, IfcDamage, BCF 3.0 Topic). From detection to proof · three scenarios that show Sentinel acting. The Rego engine is generic; these cascades are instantiated for aviation, but the same logic deploys on buildings, factories or hospitals.
Latencies = SLA targets measured under chaos engineering (`scripts/chaos.sh`). Every scenario is also an automated test that must pass on every deployment.

Continuous sensor ingestion across 10 domains (Structure, Energy, Security, Cyber OT, Disasters, Insurance, Occupancy, Indoor Air, Logistics, Fire). 25 MERIDIAN-compatible protocol adapters. 24-hour edge buffer in case of network outage.
Detect
Isolation Forest AI + YOLO11x vision + anomaly spectra + correlation with public feeds (SGS, NCM, local operators). Urban forewarning pulled in real time. Sub-two seconds from sensor to protective action.
Decide
Rego engine (Open Policy Agent) · declarative policies per scenario (seismic P-wave, storm, energy incident, intrusion, equipment failure). Versioned, auditable, never a black box.
Loop back to the plan
Every cascade emits an Ed25519-signed event that loops back to Universal: IfcAnnotation, post-event IfcDamage, BCF 3.0 Topic auto-created in under 30 s with viewpoint + 30-day sensor series.

Every Sentinel cascade, post-quake elevator cutoff, runway closure on haboob, perimeter intrusion lockdown, is Ed25519-signed, hash-chained, Bitcoin-anchored via OpenTimestamps. Object Lock 7 years (GACA retention). Compliant with eIDAS EU 910/2014 Art. 26. Verifiable by any ICAO, IATA or insurance auditor, without us.
